Resolution Declaring the City of Iowa City's Application for Statewide Transportation Alternatives Set-Aside Program (TA Set-Aside) Funds for the Construction of the Iowa River Trail - West Bank Project.

The approval of this resolution is necessary for the City of Iowa City to submit a qualifying application for Transportation Alternatives Set-Aside funding for the construction of a segment of the Iowa River Corridor Trail on the west bank of the Iowa River, from Highway 6 to McCollister Boulevard.

Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Shive-Hattery, Inc. to provide engineering consultant services for the FY2027 Pavement Rehabilitation Project.

This agenda item authorizes an agreement to provide consultant services for the FY2027 Pavement Rehabilitation Project. The locations for this Project will include portions of 1st Avenue, Melrose Avenue, Camp Cardinal Boulevard, and Hudson Avenue.

Resolution amending the budgeted positions in the Housing Authority Division of the Neighborhood and Development Services Department by adding one full-time Housing Support Services Coordinator position and amending the Administrative pay plan by adding the position Housing Support Services Coordinator to grade 27.

The Iowa City Housing Authority (ICHA) requests the addition of a Housing Support Services Coordinator position.  The City's Pro Housing grant included funding to establish housing counseling capacity within ICHA and pursue approval of a HUD-approved housing counseling agency.  The position would serve as the Housing Authority's housing counselor while also supervising and coordinating related housing support services.

Resolution of financial support for Iowa City's Water Recreation Access Cost Share Grant.

The City of Iowa City intends on applying to the Department of Natural Resources for $180,000 in funding through the Water Recreation Access Cost-Share Grant program. These funds would allow the City to improve its current access to the Iowa River at Waterworks Prairie Park in support of Council's Strategic Plan goal to "Strengthen the Iowa River's role as a signature community amenity and tourism generator." Support for the application includes a local funding commitment for the project with additional funding anticipated from the Johnson County Conservation Board.

Resolution setting a public hearing on October 6, 2026 on project manual and estimate of cost for the construction of the City Hall ADA Elevator Modernization Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection.

This agenda item begins the bidding process for the City Hall ADA Elevator Modernization Project. This project generally includes primarily equipment upgrades and modernization of two existing elevators in City Hall to meet current accessibility and code requirements. Associated work includes a new fire-rated machine room door and limited lighting, electrical, communications, fire alarm, sprinkler and shaft exhaust modifications.

Ordinance conditionally rezoning approximately 17.8 acres of land located at 2041 N. Dubuque Road from Mixed Use (MU) zone to Low Density Multi-Family Residential Zone with a Planned Development Overlay (OPD/RM-12). (REZ26-0005)

The Planning & Zoning Commission will consider this rezoning at its September 2, 2026 meeting. Approval of the rezoning would allow for the expansion of Oaknoll East.

Resolution approving project manual and estimate of cost for the construction of the Woodside Drive Repair 2027 Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids.

This agenda item begins the bidding process for the 2027 Woodside Drive Repair Project. This project generally includes removal and replacement of PCC pavement, PCC sidewalk, and a sanitary sewer manhole, as well as the installation of a storm sewer manhole, intake, and associated piping.

Resolution approving project manual and estimate of cost for the construction of the Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids.

This agenda item begins the bidding process for the Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation Project. The project generally includes concrete rehabilitation to the existing bridge and spiral ramp, expansion joint rehabilitation, pavement modifications at the spiral ramp landing, and aesthetic improvements including new handrail, new electrical lighting, and bridge deck coating.

Resolution amending the budgeted positions in the Police Department by adding two full-time Police Officer positions and one full-time Police Sergeant position.

An eligible Council Member has announced plans to make a motion to reconsider the motion to defer this item held at Council's last meeting.  The procedure would be as follows:

1. Motion to Reconsider the Motion to Defer.
2. If the Motion to Reconsider passes, the Motion to Defer, already moved and seconded, will come to a vote.
3. If the Motion to Defer fails, the underlying substantive resolution, already moved and seconded, will come to a vote. 

The substantive resolution is as follows.  This action, paired with a similar commitment from the University of Iowa, will result in a permanent late-night interagency walking patrol team focused on minimizing instances of violent crime in downtown Iowa City. The investment in staff will allow for a community policing approach aimed at strengthening relationships with downtown businesses, patrons and other community partners.
